In this note, I will try to summarize the experience of using the cryptoprovider CryptoPro to access the closed part of the official website of the unified information system in the field of procurement (zakupki.gov.ru) and the website of government services (gosuslugi.ru). The cryptoprovider itself has already become a de facto standard for government agencies; in its format, digital signatures are issued, for example, by the certification center (CA) of the Federal Treasury or the CA of the Ministry of Health.

First of all, we will talk about the website zakupki.gov.ru. The personal account of this site is accessible only via HTTPS using GOST encryption algorithms. For a long time, HTTPS via GOST only worked in Internet Explorer, which relied entirely on the crypto provider. The end came not long ago, when the website zakupki.gov.ru stopped supporting older versions of IE, including IE8. The trouble is that IE8 - latest version This browser is supported on Windows XP, and government agencies tend to be very conservative in terms of licensing. Thus, a fairly large part of users found themselves “overboard” overnight.

Fortunately, the CryptoPro company releases a special assembly Firefox browser called CryptoPro Fox (CryptoFox), which supports GOST algorithms and works, of course, only in conjunction with the corresponding crypto provider. There was a time when the development of the assembly almost completely stopped, but now new versions are released regularly. The latest build is based on Firefox 45. You can download the builds, versions are available for Windows, Linux and even Apple OS X.

An English version of the browser is available at this link. To localize it, you need to download a package with a translation of the interface. Please note that the version of the package must match the version of the browser itself.

After installing the package you need to open new tab, type about:config there, and in the list of parameters that opens, enter general.useragent.locale and change its value from en-US to ru-RU. After restarting the browser, the interface will be in Russian.

Now you can put the root certificate of the Federal Treasury CA in the “Trusted Root Certification Authorities” repository, the user’s personal certificate in the “Personal” repository, restart the browser and log into your personal account zakupki.gov.ru according to 44-FZ.

Not installed at my workplace valid certificates authorized persons, therefore access to your personal account is prohibited. However, the connection is encrypted in any case using an algorithm from the GOST family.

In case of access to the closed part of the site under 223-FZ, authorization will take place through the ESIA (that is, through the site gosuslugi.ru). Here the situation is simplified, because this site’s plugin for Firefox has existed for a long time and is being developed by Rostelecom. When you first visit the site, we will be prompted to download the plugin. After installation, the plugin should be switched to the “Always on” mode in the CryptoFox settings, otherwise a window requesting a certificate will not appear on the government services website.

Unfortunately, signing documents on the website zakupki.gov.ru is implemented through a specific component sing.cab, which uses ActiveX technology. Naturally, this component will not work in CryptoPro, so we will wait for the transition to a more common technology. Fortunately, signing a document is only a small part of what an operator must do while working on zakupki.gov.ru, so CryptoFox can be used for everyday operations.

Sometimes it is necessary to store a copy of the private key on local computer. This can be done if the key is marked as uploadable when created in the CA. Copying is done using the “Copy” button (what a surprise) in the CryptoPro applet interface


If there are two options for storing the key on the local machine - in the “Registry” reader and in the virtual removable disk. In principle, the security of storing the key in both cases is approximately the same, so the choice of means is up to the reader.

When CryptoPro is running on a terminal server, the user may not have enough rights to write the key to these branches, since they are not in the user profile. This situation can be corrected by assigning appropriate rights to branches through the Regedit utility.

In order to be able to publish orders on the official website of government procurement of the Russian Federation (http://www.zakupki.gov.ru, hereinafter referred to as the Site), the organization must go through the registration and authorization procedure on this resource.

Persons acting as potential suppliers within the framework of the Law “On the contract system in the field of procurement...” dated 04/05/2013 No. 44-FZ (hereinafter referred to as Law No. 44-FZ) from 01/01/2019 must register in the Unified Information System. Persons accredited on the trading platform must register before the end of 2019 (clause 47, article 112 of law No. 44-FZ). During 2019, operators of electronic platforms must make it impossible for persons who have not registered in the Unified Information System to submit applications 3 months before the end of the accreditation period for this person on the site (Resolution of the Government of the Russian Federation of December 30, 2018 N 1752).

At the same time, regions may have their own supplier portals (for example, the “Supplier Portal” subsystem of EAIST in Moscow), however, this practice is not widespread, so it is not discussed in this article.

There are several main stages of the registration procedure:

  • Receipt and installation by the organization of an electronic digital signature key (hereinafter referred to as EDS). We also recommend reading the article “Procedure for obtaining digital signatures for government procurement (nuances).”
  • Registration of an organization and its representative, who will act as an administrator in a single information system Website (hereinafter referred to as EIS).
  • Registration of other UIS users from this organization who have an electronic signature.
  • Setting up access for UIS users who do not have the functions of an organization administrator.

Obtaining an electronic signature

Before you begin the registration procedure on the government procurement website (no matter under which law - No. 44-FZ or 223-FZ), you must obtain a means electronic signature with a qualification certificate of the verification key (see clause 2 of article 5 of law No. 44-FZ, clause 18 of article 4 of law No. 223-FZ, clause 1.5 of order No. 27n).

You can obtain an electronic digital signature at the certification center of the Ministry of Telecom and Mass Communications of the Russian Federation or at certification centers accredited by the named executive body of the Russian Federation (clauses 5.2.25.17-5.2.25.18 of the Decree of the Government of the Russian Federation “On the Ministry of Telecom and Mass Communications of the Russian Federation” dated 02.06.2008 No. 418). The list of such accredited certification centers is published on the official website of the Ministry of Telecom and Mass Communications of the Russian Federation on the Internet.

The persons who need to obtain an electronic signature are (see clause 4.1-4.3 of Order No. 27n):

  • the head of an organization (i.e. a person who has the right to act without a power of attorney on behalf of a given legal entity, according to information from the Unified state register legal entities);
  • every employee of the organization who needs access to the UIS.

The form and list of information included in the EDS verification key certificate are regulated by clause 2 of Art. 14, paragraph 2, art. 17 of the Law “On Electronic Signatures” dated April 6, 2011 No. 63-FZ (hereinafter referred to as Law No. 63-FZ). In particular, these include the last name, first name, patronymic, SNILS and INN of the authorized person - the owner of the qualification certificate.

The technical side of the issue of installing a certificate is described in detail in the instructions, in the section “Instructions for setting up a workstation”.

Registration on the government procurement website under Federal Law No. 44-FZ

In accordance with Order No. 27n (clause 1.3-1.4), organizations included in the consolidated register (i.e., the register of participants in the budget process), approved. by order of the Ministry of Finance of Russia dated December 23, 2014 No. 163, are registered in the Unified Information System by the Federal Treasury.

Registration of organizations that are not subject to inclusion in the consolidated register is carried out after the named legal entities have completed the identification and authentication procedure on the government services website.

A detailed description of the procedure for registering organizations and their representatives in the UIS is contained in the following sources:

  • in sections III-V of order No. 27n;
  • in paragraph 2 of the instructions;
  • in paragraph 2 of the manual.

In this case, registration in the Unified Information System of an organization subject to inclusion in the consolidated register is carried out in automatic mode after the UIS receives information from the consolidated register. At this stage, a customer identification code is generated and the address Email, specified by the organization when submitting an application for inclusion in the consolidated register, a letter is sent about the organization’s registration in the Unified Information System.

Next, the head of the enterprise must log into his personal account on the official government procurement website and fill out the registration form for the organization’s administrator. Login to the UIS is carried out using the EDS verification key certificate. If the specified form is filled out correctly, the administrator’s registration will take place automatically (clause 4.3 of order No. 27n).

Legal entities whose information is not subject to inclusion in the consolidated register are registered by the head on the government services website in the “Registration of Legal Entities” section, after which the organization’s administrator logs into his personal account in the Unified Information System for authorization (select the “Personal Account 44-FZ” icon).

Registration on the government procurement website under Federal Law No. 223-FZ

To work with the Unified Information System in accordance with the provisions of Law No. 223-FZ, legal entities whose information should not be included in the consolidated register must go through the registration procedure in the “Registration of Legal Entities” section (clauses 1.1, 1.4 of Order No. 506, clause 1.4 order No. 27n).

The specified data is checked for correctness by the system of the public services portal, and if the results of the check are positive, the legal entity is included in the register of legal entities, and the head of such a legal entity is included in the register of individuals.

After this, an authorized person who has administrator or additional administrator rights must go through the authorization procedure in his personal account in the EIS system (select the “Personal Account 223-FZ” icon).

Login is made through the use of a qualified electronic signature verification key certificate (clause 1.5 of order No. 506).

After successfully completing the authorization procedure, the organization’s registration form appears in the Unified Information System, which is filled out automatically based on data from the information system of the public services portal. You need to check that it is filled out correctly and click the “Register” icon.

In relation to organizations whose information is subject to inclusion in the consolidated register, the procedure described in Section III of Order No. 27n is applied.

In case of successful registration and authorization, a notification about this will be sent to the email specified when sending the application for registration of the organization. To confirm registration, the organization administrator must follow the link contained in this letter.

After this, the rest of the organization’s employees who will subsequently need access to the UIS can be registered.

Thus, the registration process on the government procurement portal within the framework of laws No. 44-FZ and 223-FZ is generally similar and involves separate stages of registration:

  • the organization itself;
  • administrator / additional administrator of the organization;
  • other employees of the organization.

Before the registration procedure in the UIS, you must complete and receive an electronic digital signature in the authorized federal executive body (Ministry of Communications of the Russian Federation) or in certification centers accredited by it.

Registration on the government procurement website

Since customers are required to post a lot of information on the official government procurement website, they need to obtain an electronic digital signature for bidding, register and gain access to their personal account. The registration procedure for customers is determined by order of the Federal Treasury.

Customers place tenders through the Unified Information System for public procurement. The official website is a public part of a unified information system in the field of procurement. The official procurement website of gov ru connects customers, procurement participants and electronic platforms.

Each government procurement contains a notice, documentation, as well as a link to the electronic platform where the selection of a supplier or electronic bidding will take place. To participate in the tender, the supplier will need to be accredited directly to electronic platform. To gain access to procurement in electronic form, an organization must register in the Unified Information System (UIS) and on the ETP (electronic trading platform).

Registration consists of two stages:

  1. Registering a new user in the system and activating an email address
  2. Submitting an application for accreditation of an organization on the ETP as an Organizer.
  • New User Registration.

If you are registering a new user - an authorized employee with an electronic signature - for an already registered organization, select this organization from the list. If you are registering a new organization with the same TIN that is already in the system (for example, several independent branches of one parent organization), select “New organization.”

If you have an electronic signature certificate, and the workstation from which you are registering has the corresponding software, information about the organization can be filled in automatically using an electronic signature certificate. To do this, click on the button “Fill from EP”. The system will fill in the name and details of the organization, as well as full name. signature owner and email address. The login is automatically generated from the user's initials.

A password is required. It is recommended that you use a password that contains uppercase and lowercase letters, numbers, and symbols to prevent third parties from accessing your account. You should also specify a passphrase to recover your password. If access to personal account will be lost, the user will be able to recover the password using the passphrase and login/email address. After filling in all required fields, click the button "Registration".

Please note that access to the accreditation application form (or the organization’s administrator’s access to reviewing the application for registration of a power of attorney) will only be available after confirmation of the email address. The e-mail activation code will be contained in a letter that will be sent to the e-mail address specified when filling out the application for registration of the organization.

To confirm your email address, follow the activation link provided in the email with registration information, or click on the link in the email. Then enter the activation key (code) and click the button "Activate".

Attention! If the letter containing the link and activation code did not arrive at the specified e-mail (the address was entered incorrectly or for some other reason), you must the following actions: go to the ETP website, enter the login and password specified during registration in the authorization form. Since your email address has not been activated, you will be taken to an activation form. Click the button “Specify another email.” In the form that appears, enter a new e-mail and click the button "OK". A letter with registration information will be resent to the specified e-mail.

  • Obtaining accreditation.

To continue registration, go to the page of the closed part of the system again. In the “Login” form, enter your username and password and click the button "Entrance". To obtain accreditation in the system, you must fill out the form shown in Fig. (fields marked with (*) are required), indicating the type of accreditation (as a customer (organizer of procedures) or as an applicant). At the same time, it is possible to apply for one of the two types of accreditation, or for both at the same time.


After filling out the “Basic Information” form, you must fill out the “Accreditation as a customer/applicant” tab and attach the relevant documents.

If you want to receive accreditation as a customer, then on the “Accreditation as a customer” tab, select the account type – “Customer”, that is, the organization carries out procurement procedures exclusively for itself. Or select “Specialized organization”, that is, the main activity of the organization is conducting procurement procedures in electronic form.


In any case, to obtain this type of accreditation, it is necessary to attach to the application electronic copies the following documents:

  • A copy of an extract from the Unified State Register of Legal Entities (with the exception of customers of the Rosatom section)

It is necessary to attach an extract from the Unified State Register of Legal Entities, received no earlier than six months before the date of filing the application. A copy of the extract is certified by a notary. The original extract must be stamped by the tax office. The document must be readable. To do this, it must be scanned with a resolution of 75-100dpi. It is recommended to place all scanned documents in one file in doc or docx (Word) format.

  • Copies of documents confirming the authority of a person to register on behalf of the customer - authorized body:

It is required to attach a document confirming the person’s right to accreditation at the site. If the head of an organization (the owner of the electronic signature) is accredited, it is necessary to attach a decision on the appointment or election of a head to a position, according to which such a person has the right to act on behalf of the ordering participant without a power of attorney. This can be either a decision, a protocol or an extract from the protocol.

Attention! If on behalf of the auction organizer registration on the site is carried out by another person (executor - owner of the electronic signature), then ALSO a power of attorney for the performer must be provided with the document on the appointment of the manager, indicating his right to undergo accreditation on the electronic site. The power of attorney must be certified by the seal of the organization and signed by the head. Also, the power of attorney must indicate the date of issue. If the power of attorney for the executor was issued not by the manager, but by an authorized person, then a copy of the document confirming the powers of the person who issued the power of attorney (order, decision on appointment to a position, power of attorney) must be provided with the two above documents.

All sheets of documents must be readable. To do this, the document must be scanned with a resolution of 75-100dpi. It is recommended to place all scanned documents in one file in doc or docx (Word) format.

  • Copies of documents confirming the authority of the head:

It is necessary to attach an order or decision on the appointment or election of a manager to a position, according to which such a person has the right to act on behalf of the organization without a power of attorney. This may be a decision, protocol or extract from the protocol. If another person acts on behalf of the organizer, powers of attorney issued to the holder of the electronic signature indicating the right to publish information about placing an order for the supply of goods, performance of work, and provision of services for the needs of the organization on behalf of the customer are also submitted. Powers of attorney must be certified by the seal of the organization and signed by the head or his authorized person. If such a power of attorney is signed by a person authorized by the manager, you must provide a copy of the document confirming the authority of this person. The copy must be certified by the seal of the organization and signed by the head of the organization.

All sheets of documents must be readable. To do this, they must be scanned with a resolution of 75-100dpi. It is recommended to place all scanned documents in one file in doc or docx (Word) format. Files up to 10 MB in size are accepted in the following formats: .doc, .docx, .xls, .xlsx, .txt, .rtf, .zip, .rar, .7z, .jpg, .gif, .png, .pdf, . jpeg, .pdf, .bmp, .gif, .djvu.

After filling in all required fields and selecting the type of accreditation, click the button “Sign and forward.” A confirmation form will open. Carefully re-read the information contained in the text field. If you need to make corrections, return to the previous step by clicking the “Back” button. If the specified data is correct, click on the button "Sign". Confirm your decision by clicking "Yes" in the Confirmation pop-up window.


Select the required certificate (if you have several) and click on the button "OK". A message will appear indicating that the documents and information have been successfully sent. In this case, to the specified email address mail will come notification of application for accreditation. You will be notified of the results of your application review within the next three business days. If accredited successfully, you will have access to procurement procedures carried out on site.

The operator may refuse accreditation to an organization if the above documents are not provided. And also in case of non-compliance of documents with legal requirements Russian Federation. In this case, in the notice of refusal the operator indicates the grounds for refusal. After eliminating the grounds, the organization can re-pass accreditation.

Accreditation is carried out indefinitely, for the section of the Rosatom State Corporation - for a period of two years.
