How to register PayPal in Ukraine (video)

A rather interesting historical fact - the vast majority of innovative companies were created by Russian emigrants and in California. “Silicon Valley” can safely count on a place in the Guinness Book of Records in this matter.

Well, judge for yourself - companies such as Genesys (Alex Miloslavsky and Grigory Shenkman), Acronis (Sergey Belousov) and, of course, the great Google (founder - also a native of Russia, Sergey Brin) were founded here, as well as Invincible Data Systems (founders — Sergey Burkov and Alex Fried). California has some kind of attraction, since companies founded in other places have also moved here, such as SWsoft of the same Belousov, Parametric Technology of Samuil Geisberg, Aelita led by Ratmir Timashev and many other world-famous brands.

So if you want to become the owner of some super-megagalactic company, like Max Levchin with his already world-famous PayPal system, you are welcome to Sunny Valley. But this is all rhetoric, and the facts that relate to the largest debit electronic payment system PayPal are as follows:

1. PayPal Inc. was founded in 2000, in March, through the merger of two companies - Confinity and X.com., which were already owned by Max Levchin at that time. Immediately after its birth, the company began servicing electronic auctions, and by the end of spring 2000, more than 1,000,000 auctions offered payment via PayPal.

2. PayPal finally entered eBay in October of the same year, and since that time, more than 50% of all eBay transactions have been carried out through PayPal payments, including already in Russia and Ukraine (since 2011). Most of PayPal's major competitors have been sold or simply closed down. As of 2012, PayPal operates in 190 countries. In September 2011, 24 types of world currencies were used in the PayPal system.

3. At the beginning of this spring, PayPal released a product with the intriguing name PayPal Here (PayPal here, or PayPal with you). With the support of this device, it will be possible to pay PayPal with a credit card through cellular telephone. So far, this development is only supported by the iPhone, but soon it is planned to organize work with phones on the OS. PayPal Here is a card reader shaped like a small blue triangle that attaches to your phone through the headset input. The commission on the payment will be 2.7%. The debit card, which PayPal now also provides, will return 1% of the transaction. In total, the commission will drop to 1.7%.

How to get started with PayPal

To start using this monetary electronic payment system, you need, of course, to register. Since PayPal already works with clients in Russia and Ukraine, let’s consider this process using the example of its branch https://www.paypal.com/ua (you can also https://www.paypal.com/ru, since they are almost the same at work). start page service looks like this:

More precisely, this is how it will look after you click “Register” in the place where the “Login” sign is now located. As you can see, for now we only need to select the country of residence and indicate the language of our future page. I think that many will register as a private individual, so I will focus on this point. Follow the link “Open an account”. Here we see many fields that need to be filled out. Since the service is Russian, there will be no problems understanding what needs to be written.

There's a lot of information here, but trust me it's worth it. Oh, by the way, PayPal in the post-Soviet space works with cards such as Visa, MasterCard, Discover and American Express, so before registering, you need to make sure that you are the proud owner of one of these cards. And further. With PayPal you can use a virtual MasterCard or Visa card, but this is only for residents Russian Federation, for Ukraine such an opportunity does not exist.

After filling out all the fields, you will need to link your debit or credit card to PayPal. On the “My Account” page we will see the words “Confirm address Email" and "Connect or verify my debit or credit card." The account status in the account will be identified as “Unverified” and the current account will have $0.00. But first you will need to confirm the existence of your new account. This is done simply: a letter is sent to the e-mail that you specify during registration, which will contain a “Link a card” link and a confirmation code. By following the link to the main page of the service, you can continue to work without hindrance. The confirmation code is not useful now; you will need it if you forget your password.

In order to link your card to your account, you will have to do this. Click on the “Continue” button on your account page and enter the credit card number, card expiration date and CSC code. For Visa, MasterCard and Discover holders, the code consists of three numbers, which can be seen on the back of the card in a small window. For those who have an American Express card, the code is four-digit and located on the front of the card:

After entering these numbers, click on the “Continue” button. Now our PayPal account is activated and you can use it. But in this case, we will only be able to withdraw money (which we do not yet have in the account), so we will have to do a little more work to finally link the card. Do you see the “credit card link” link in the screenshot? To link the card completely, we must have money on the card, at least $2.

After clicking this link, we will receive a letter from the system stating that $1.95 was withdrawn from our card account, and in order to completely legitimize the linking of the card, the system will require you to enter a four-digit code. We will find this code using banking from the account statement. We will get those two dollars back in a day, about which there will be a corresponding notification by email from PayPal. That is, it turns out that they took money from us only to test for greed (just kidding). Of course, the money was withdrawn and returned to check our creditworthiness and once again check our valid e-mail. Now you can fully and seamlessly work with PayPal.

How to Contact PayPal Support

Situations in monetary relations are different, and in order to resolve them you will need to somehow contact Paypal support. Technically, this operation is simple - at the bottom of the page, after logging in, we will see many links, and among them is “Contact us”:

After clicking on this link, we get to a page where, depending on your needs or capabilities, you can either send your question by e-mail, or call and talk with a consultant of the company, or rather, the Paypal representative office in Russia or Ukraine - in depending on where you live. To my regret (and I had to contact support about card verification), in any case you can only communicate with the guys on English language, so it’s probably sometimes easier to communicate via e-mail:

If our card is not yet linked to the account, then it will not be possible to ask a question by mail, so all that remains is a conversation by phone. Here, too, not everything is so simple - if we decide to make a call, we will be asked to first confirm our identity by providing our phone number or customer service PIN code, or we will have to indicate our credit card or bank account number. However, these are all little things that won’t take much time:

One more thing. The code that you see in the screenshot, which you will need to enter to make the connection, is only valid for 30 minutes. Next, if we don’t have time to compose the request correctly (when I say correctly, I mean that you will need to select a topic for the request and its subsection, as well as the request itself), you will have to go to the page again. Helpdesk operators are available from 8am to 4.30am GMT, Monday to Friday. The language for communication is English. Since, without understanding it, you can send a letter on Friday evening, you will have to wait for a response for several days.

This is useful to know

You will have to figure out the problems that may arise on your own, since judging by my experience and reviews on various forums, it is virtually impossible to get a more or less normal response from Paypal support. Indeed, I got the impression that the section employees respond with words from their documentation.

One day I needed to contact them, and the answer I received, naturally, was in English (which is what I expected, actually). But that’s not the point – it wasn’t difficult to translate it, it was just so long that it barely fit on the page. If you convey the essence of the answer, it was like this: “Use another card.” And the question was about the fact that I already have one card linked, but I can’t link the second one.

Of course, no one here is going to complain or blame the support staff - they have many branches, and there are even more people like me. Therefore, they developed a unique form of answer to such general questions. Yes, I don’t mind - having figured it out on my own, I not only understood the essence of the problem, but also gained experience, and as you know, this is an invaluable thing. By the way, I waited about a week for an answer. A good and correct solution to this problem, albeit small in my version (and on the scale of Russia this is probably already a pressing issue), would be to create a help document for Russian-speaking users. It seems to me that then the main service would be a little unloaded, and users would receive more accurate information.

I presented my problem in English. Perhaps the operators just laughed at my “correct” English. And they certainly cannot solve my problem with connecting a domestic bank card. That's why I finally connected the virtual card. And the problem I had was that I wanted, in addition to the standard Master Card, to connect a Privatbank card, which, in principle, is possible, but only through connecting a virtual card. In addition, if you asked, for example, the following question: “The payment does not go through,” then the system that works in automatic mode, simply cannot answer your question. The guys can’t know everything - what bank I have, what its operating hours are, etc. A domestic system certainly should be supplied with such data.

The most common questions for Paypal support

    Problems with activation or operation of a payment card. First of all, you yourself should know whether your bank accepts online payments and whether your card is suitable for this. Based on experience, not all credit cards are suitable for this. Many banks set restrictions on conducting transactions on the Internet. This is associated with various risks and the capabilities of the bank itself.

    Payment fails. If the problem is not with your credit card and everything has been checked in advance, then you must first check the payment delivery address. It may also be that you need to pay a bill in an online store, indicating the delivery address of another country. This may simply be the address of an intermediary company. Then you will have to pay with your payment card, bypassing Paypal, because for security reasons Paypal does not allow using a shipping address for another country. Exceptions may apply for eBay purchases only.

    Paypal accepted only from US accounts. Many stores and merchants may have different restrictions on accepting Paypal. In most cases, such measures are taken only for buyers from those countries where the level of fraud is quite high (as assessed by Paypal itself). Therefore, if it is impossible to pay for the goods directly, you will have to look for another store or seller with acceptable conditions.

Surprises from PayPal. Withdrawal to Webmoney

Surely, many of you already know (and if you don’t know, then I will be the first to tell you about it) that for residents of Russia and Ukraine there is an excellent opportunity to withdraw money to Webmoney. This is done at specialized exchange offices and happens approximately this way: we transfer our PayPal savings to the exchanger, it transfers them to the Z wallet in Webmoney. This is the most convenient, simple and quick way transfer your PayPal to Webmoney.

PayPal - payment system electronic payments, which was founded in the USA, and was initially designed to work exclusively within its borders. However, over time, the popularity of the system grew, and the boundaries of its operation expanded. Recently this system reached Russia. How to register with PayPal? This is exactly what we will talk about.

What do you need to register?

Before moving on to the instructions on how to register with PayPal, you should briefly look at what features it provides. this system electronic payments and what you need to create a wallet and use it.

To begin with, it should be noted that the first and main function of PayPal is to accept payment for goods on the world famous eBay auction.

Due to the wide popularity of the system, many online stores have their own wallet in it, which allows them to accept payments from customers in the USA and European countries, and more recently - from customers from Russia.

It would seem that it’s so difficult to register your PayPal account and create a virtual wallet. But there are some nuances: how to link a bank card, which bank is better for these purposes, which email address to use and what type of account would be most suitable? These and other questions will arise when you register with PayPal.

Preparing for registration

It’s worth noting right away that creating a virtual wallet is completely free. However, in order for PayPal registration in Russian to be successful, you will need the following:

  1. First, you will need an email. There are no restrictions here. That is, you can use absolutely any mailbox - Mail, Gmail, Yandex, and so on. However, for security reasons, you should choose the mail that has the best protection. This means that it is best to use paid services and preferably in the “com” zone. Such email addresses are more trusted by the system security service. Typically, Gmail is used for registration. Although it is free, the level of protection for such a box is quite high.
  2. Secondly, you will need a plastic bank card, the account of which will have a small amount equivalent to several US dollars. Money in your account will be required so that you can authorize your card. Otherwise, you will not be able to link your credit card. Many Russian banks allow you to create virtual cards in various currencies (in our case, dollars will be required).

So, if you have completed both of these points, then you can proceed directly to the instructions on how to open PayPal in Russia.

First, you will need to create a personal PayPal account on the official website. Next, click the “Register” button.

After this, a page will open on which you need to select the account type:

  • A personal PayPal account is a virtual wallet that is used to pay for purchases, order services via the Internet and transfer funds to other wallets in the system. You will see tips and descriptions of account types on the screen.
  • Corporate account – this type of wallet allows you to accept payments from clients, as well as issue invoices for payment. As a rule, it is used by private entrepreneurs who sell goods and services via the Internet. This type account opens up more opportunities for the user and is also more secure.

After selecting the wallet type, click the “Continue” button. At this stage, you will need to select your country from the list (in our case, Russia).

A little lower you should enter your email address. Even lower - enter the password to enter your personal account. You must come up with a password yourself, but it must consist of at least 8 characters. It is recommended to use Latin letters (including capital ones) in combination with numbers.

After entering your email, password and selecting your country, click “Continue”. On the next page we need to enter personal data. Please note that despite the fact that the system is American, all data must be entered in Cyrillic (that is, in Russian, the same as it is indicated in your passport).

Here you also need to indicate the number and series of your passport, as well as your telephone number and residential address (where you are registered). After entering all the necessary data, check the box to confirm and agree to the license agreement. Click the button “Accept and create” account" Remember that all data must be accurate, as it will be carefully checked by the security service.

In the next step, the system will ask you to enter your credit card information. Everything here is extremely simple. You need to fill out three fields:

If you use a virtual card, then you can find out all the necessary data at the nearest branch of your bank. In this case, you will have to show the bank employee your identification documents (for example, a passport or driver’s license). You can also find out the necessary data by phone or online banking (if such a service is available).

After filling out the card, PayPal security will take some time to verify all the data. All you have to do is wait for them to be verified.

You will learn about this from the letter that will arrive at email box, specified by you during registration.

As you can see, registering for PayPal is quite simple. But it is important to know all the nuances so that you don’t have any problems when filling out all the forms.

Email and credit card verification

Completing registration does not mean everything is over. Now for full access To access all features of the system, you need to undergo verification. The purpose of this action is to confirm that you are the owner of the mail and credit card.

To do this, log into your PayPal account using the email and password you provided during registration. Next, hover your mouse over the “Profile” tab. From the menu that appears, select “Add edit email address.”

After withdrawing the amount, you need to find a statement of financial transactions on this card. In the payment information you will find 4 numbers that you must enter on the PayPal website.

You can get the statement at a bank branch or by phone by calling its hotline. You can also visit your nearest bank branch or use the Internet banking service (if available). Don't worry about the money: it will be returned to your account in full after the card is confirmed.

The PayPal system operates officially in Russia. Therefore, there will be no difficulties with registering and linking the card.

Be careful and enter data that is completely accurate.

It is also worth noting that after confirming the credit card, if there are not enough funds in your PP account to pay for a particular item, the missing amount will be automatically debited from the linked card. Money will be converted at the rate set by your bank at the time of payment.

Since 2011, replenishing an account in the PayPal payment system from a linked bank card has been legalized in Russia. Two years later, in 2013, it became possible to make payments in rubles, and you can also withdraw funds by transferring them to your own account in Russian banks, without commission. These changes have led to the fact that more and more often online stores have the opportunity to pay for goods in this electronic currency. The PayPal system is great for paying for goods purchased in foreign online stores, or, for example, at the eBay auction.

So, PayPal: how to use it? What are the advantages of this system and why more and more Russians want to use this service? If we talk about gaining popularity, there are quite a few reasons, here are some of them:

  • for making a payment, the system does not charge a commission from the sender; the commission is paid by the recipient, for example, in the case of purchasing goods through an online store, the latter will do this. The system commission is paid only if the money is taken not from the account, but from the linked bank card;
  • the system creates a very important guarantee for the buyer - money is transferred to the seller’s account only after the purchased product is delivered;
  • to implement feedback There is such a thing as a dispute, with the help of which, within 45 days from the date of purchase of the goods, you can speak out regarding the inadequate quality of the goods or other shortcomings.

Payment limits, withdrawal restrictions

For citizens of the former USSR, the PayPal payment system sets a limit on one-time payments. It can vary, the minimum limit is $50. As you can see, such a limit is not enough to purchase goods even in Chinese store. On this moment in the Russian Federation the amount increased to 15 thousand rubles at a time and to 40 thousand per month. PayPal does not charge a commission for withdrawing funds when making payments. The minimum withdrawal amount is 300 rubles.

The system has a special tab “My Account”, with which you can find out everything current restrictions.

Registration

Registration is a fairly simple procedure. Step by step it looks like this:

  • go to page;
  • click on the “register” button;
  • select the country - Russia, interface language (optional, you should be guided by the criterion of convenience), click the “open account” button;

Attention: the system prompts the user to independently select the account type. You can choose from “PayPal personal” or “PayPal corporate”. The best option is for business, but Pay Pall in Russia makes using this type of account fraught with a number of problems. That is why it is recommended to choose a “PayPal personal” account;

  • the system will ask you to enter personal data. Of course, you can enter fictitious ones, but if you intend to use the system for serious purposes, it is better to enter data that corresponds to reality.

PayPal takes security very seriously. For this reason, in some cases, one of the grounds for blocking an account is that the user logs into the system from different IP addresses. The PayPal payment system regards exit from another address as suspicious activity, the account is blocked. Unblocking is possible, but you will need to send a scanned passport. The information from the scanned passport will be compared with those specified by the user during registration. If there are no matches, account unlocking will be denied. If access is restored, it is recommended to access the site using type-in (direct access to the site) or through a bookmark in the browser. This technique will serve as a kind of protection against phishing.

When registering, all data is entered in Latin. So this is:

Don’t neglect the opportunity to immediately link a payment card to your account. It’s best to do this right away to eliminate the limit on a one-time payment. You can use a payment card (debit or credit) during registration if you have at least a few dollars on it. In case you don’t have a payment card at the time of registration, you can skip the item regarding the card and add data to your account after it appears.

When registering, you are asked to enter CSC - these are three numbers located on the back of the card;

  • the next step is to click the “I agree and open an account” button;
  • to electronic the mail will come a letter that must be opened and followed the link contained in it;
  • email verification completed.

Now let's talk about how to use PayPal in Russia. In particular, we will touch upon the issues of verification and conversion.

Payment card verification

Let us now consider the procedure for verifying a PayPal payment card. To begin with, a sum of money equal to two US dollars will be withdrawn from the card. What happens to this money afterwards? They will be credited to the balance of the account registered in the system.

Subsequently, it is necessary to check the movement of funds. This can be done either through a bank or through the Internet banking system. It is important to pay special attention to the first 4 digits located before “PayPal”. These numbers will allow you to verify your payment card.

After this you need to log into your account. To log in, the user uses the data that was specified at the time of registration. In the account itself, a new notification will appear in the right menu: “connect and confirm my debit or credit card.”

The further procedure is as follows:

  • if the payment card was linked to the account at the time of registration, then the user will only need to double-check all the data;
  • if the binding has not yet been carried out, then the user fills in all the necessary data and clicks “Save and continue”. After this, a certain amount of money will be withdrawn from the card.

How long does the verification procedure take? A couple of days. However, when using the Internet banking system, everything happens a little more quickly. After the transaction is confirmed (and for this you enter a four-digit number, discussed above), the card is verified.

How do you know that verification has occurred? When logging into an account, the user will see that he has been assigned the “Verified” status. In addition, a corresponding notification will be received immediately after verification.
It should also be noted that the PayPal payment system in Russia allows you to make payments not only using a payment card linked to your account, but also using a bank account. By the way, implementation money transfers through the system is somewhat different from the usual procedure: you do not need to specify a whole series of details, you just need to know the recipient’s email address, because this is also the login to enter the system.

Currency conversion

Many users note that when making payments through the PayPal payment system, a fairly large percentage is withdrawn. Indeed, each transaction involving currency conversion through PayPal is associated with the withdrawal of certain amounts of interest. These amounts often cause dissatisfaction. But the payment system allows you to use another conversion option.

To set up, you need to go to your Profile, find the “My Finances” tab there and go to it. After this, the user must select the option “My pre-approved payments”. It has a “Refresh” button, clicking on which takes you to another page. After the transition, you need to select “Set available funding sources.” As a result, the user will see a window with a list of all his payment cards. There you will need to select a conversion option: through PayPal or conversion of Visa and MasterCard systems.

Now we see how PayPal works. This system has both pros and cons. One thing is clear: PayPal is gradually gaining popularity. And in the future, the growth in the number of users will not slow down.
